As I understand it,%LOCALAPPDATA% Microsoft Windows Temporary Internet Files is a 'junction point' that is there purely for compatibility for legacy applications, and the actual location is somewhere else on the hard drive. Well, if that's true, where is this 'real' location? When I look at that folder in Windows Explorer I see mostly cookies or Favorites icons. However, when I open a command prompt window and navigate to%LOCALAPPDATA% Microsoft Windows, I do not see 'Temporary Internet Files' listed, but I can cd to there anyway. I do so, and I do not see ANY cookies or files; all I see is three directories, one of which is 'Microsoft Expression Web 4' I am having trouble saving files in Expression Web, and I believe it is because my user account does not have write permissions to this folder.

Now in Windows Explorer, I do not see this folder, and I have 'Show hidden files, folders, and drives' checked; and I have 'Hide protected operating system files' unchecked. In CMD.EXE I also do not see this folder when doing a dir in the Temporary Internet Files folder. However, in CMD.EXE I can cd into it, but I do a dir in it and it says there's nothing there.
It says that something called 'Local Settings' maps to C: Users User Name AppData Local, but it does not say what c: Users User Name AppData Local maps to (if it maps to anything at all).
